Would have been able to support a family, and would have been able to support a family comfortably are two different things. But then, "comfortably," has different meanings for different people as well.
I still wouldn't feel financially comfortable supporting a family having been working in engineering for more than a few years now. At the same time, many people are probably less materialistic than me and would be ok without some of the toys that I would hate to have to give up.
Without knowing the person, it's tough to really say for sure if he's ready or not. Most people are probably not ready at that age, but I've known a few that I think could have handled it. At the same time, even the ones who could have handled it are almost certainly better off having waited.
I definitely wouldn't encourage anyone to have children at that age, but until they are actually on welfare, I would refrain from actually passing judgment. For all we know, they may be perfectly capable.
Now, mocking laughter, to me, is fine. But I reserve the right to use mocking laughter on anyone having children, no matter what the age. Anything more than mocking laughter is going too far, though, until they've shown that they deserve it.
