Pulley size = how much boost?

High guys, I have a Termi with a KB2.6 on it. It currently has a 3.5" upper pulley. Unable to see max boost because I haven't had it tuned yet. How much boost should I be making with it? If I got a 3" pulley how much boost would I see with it? I would like to try to run 18-19 pounds on a 93 octane tune. Is this reasonable? Also was wondering why people say put a lower on it and the torque will increase, will someone explain this. I understand the lowers help with belt slippage but how does it increase torque?

Lower will not increase torque unless you already had belt slip problems.
