The certificate of origin is what the manufacturer of the vehicle presents to create a title for the vehicle. The C/O is given from the manufacturer of a new vehicle to the dealer so the dealer may register it and title it in that state. Once a car has been sold once it has a title and Virginia requires only "Assignment of Title by Owner" and "Application for New Owner Certificate of Title and Registration."
