Depends on the department. Some have strict rules and some dont. My department is the worst for not having standards to go by or when they do put out some it basically says if you **** up its your ass and we wont be backing you up.

Why would you get a ticket on top of all of that? Being arrested is in lieu of getting a ticket unless the ticket is for some other violation other than the reckless driving.
Get a really good traffic attorney. Why did you think it was a good idea to exceed the posted speed limit by 30 mph with a cop right in front of you?
Regardless of whether you think they are going to call you have no defense for exceeding the speed limit
Out of curiosity, I have seen cops around my area (Cleveland, Ohio) frequently cruise right through red lights or switch their flashers on and go through the light and then turn them off. Additionally, I commonly see the cops around here going significantly over the limit. Personally, it doesn't bother me much...I figure that, if they are willing to protect me, my family and my property, let them have their way on the road. However, I have been in the car with many different people who don't agree with that...

What are you talking about? What ticket? A ticket is just a notice to appear. If you've already gone to jail, been arraigned, and bailed out, exactly what ticket are you going to get? If an officer is going to charge you with XXX crimes, they all should be taken care of when you're arraigned thus no extra "ticket" when you bail out.
Your friend is not really very bright. Who the hell would think driving 30 mph over the speed limit is suddenly legal...because the cop in front of you is doing it??!!!!
Your friend could always try telling the court that "he was chasing down the cop to make a citizen's arrest, because he was apparently exceeding the speed limit for no good reason". Let me know how that works out.

The simple answer is neither you nor I know what occurred. Maybe he was dispatched with no lights/sirens. Maybe he was dispatched, got through the light, and then canceled. Too many variables and scenarios. Sorry.
I got pulled over WPB FL driving on interstate 95. When the bike cop finally caught up to me (way off 95) he was pissed saying he was trying to catch me for 10 miles .... got a ticket for going 110 in a 55 and careless driving. (it was rush hour) I asked hit to help me out on the ticket and he said i was lucky not to be going to jail. Went to court and payed $200 fine and went to online drivers school. I tried to pay the careless driving ticket and it never existed!...Man i love FL police !
i followed a cop going 20 over before.. He was eating a big mac... Looking at his laptop.. And weaving through traffic.. It was pretty wild...

I agree with you, however leo's do not have the right to speed either. if they are going to a call and response time is in the essence, then they need to respond code 3 with lights and sirens. other wise they *should* travel speed limit as well.
I am not against leo's nor dislike them in anyway, just bringing in the argument from another prospective. I work in the field and no I am not a certified Leo.

So what if they're responding to a call where lights/sirens could exacerbate the situation? There are reasons behind everything and those reasons are why departments have policies for this specific situation.

Law Enforcements officers are exempt from the posted speed limit when acting within the scope of their employment. They are NOT required to run code III in order to be exempt.

In Virginia, anytime I arrest a DUI for example, even though I have placed the suspect under arrest, placed charges, and turned them over to the sherrifs department (thats who runs our jails), I still have to issue a ticket or summons for driving under the influence plus whatever else so that the DMV can officially be made aware of the driving infraction...

Speeding without lights can go different ways...do some officers do it just because? Sure being a cop doesnt make you perfect. There are legit reasons. Heres a couple...there is a burglary in progress...cant catch'em in the act if they hear you from a mile away....Catching up to a speeder/wreckless driver etc....if you activate your lights 3/4 of a mile back while your still trying to accelerate, kiss them goodbye if they plan to run...responding the the sighting of a wanted subject, again, they hear you, they are gone.
Its called an expeditious response...
