Im thinking of putting on replacement shocks and struts. Which ones would you suggest for the '93 Cobra?

It is hard to recommend a shock without knowing what you want from the car. Do you want a drag only car, road race only, street/strip, street/track, street/strip/track? If you figure out what you want from the car before you buy parts then you'll waste a lot less $ in the end.
As far as general recommendations go I loved my Tokico HP (blues). They had a perfect ride for the street, are non-adjustable, and cheap. I paired mine with a set of Eibach pro-kits with good results. I'm sure they'd work fine with the stock spring too. If you only use the car as a daily driver and maybe an occasional drag strip blast then these shocks are perfect. For a track/autox car then you will quickly grow out of these.
I have a set of 15 year old Illuminas on the car now and the first chance I get I am swapping my blues back on the car. These Illuminas came on the Cobra when I bought it, and the car had been sitting in a garage for 10 years sans drivetrain so I've had a fun time replacing stuff.... My blues only have about 5000 miles and are just 3 years old. Once I have the $ I want the new Tokico D-spec because it has a larger range of adjustment vs. the Illumina. I've read that people have been running the D-spec with good results at the drag track, and then able to dial them in for running a road course. I'm going to do more research into the D-spec but it seems a good alternative for this type of multi-use application.
Figure out what you want from the car, and then start researching. You might want to try some of the other mustang websites that have a much more extensive fox body section. While this website has an awesome community I use other websites for my tech research.

Ive got tokico illuminas (4 on front, 3 on rear) with stock springs and I like the ride and handling much better than stock. The only other ones I could reccomend are the bilstiens because they are amazing.

Bilsteins are definitely the shizzle. I run Illumina drags up front (on 5 on the street, 1 on the dragstrip) and regular illuminas on the rear. I drag race and road race on occasion so these give me the best of both worlds. Again, depends what you want to do with the car...
For the money the Tokico blues are a good deal and work well with the H&R sport springs. But I also have love for bilstien too, I have bilstien HD's on the rear of the fox and 00'R bilstien struts on the front with a MM coilover kit.

My black 93 Cobra had H&Rs w/ the Bilsteins. Best setup imo for the Fox Cobras. Rode perfectly and handled great.
Which H&R's did you have? Judging by your sig pic....I guessed right on about the "one off" car you were getting!! Congrats!
I wish I could tell you. There are 3 diff version for the 93s. On my black one they were perfect. Slightly lowered but not slammed.
On one of my Teals I got a set but they were obviously not the same. Rode and looked like crap. Way too low in the front and they just rode like crap. Didnt handle worth a dman either. Wish I knew.

I know I have Bilstein HD's with H&R race springs in the rear. The car rides and hanldes great. The Race springs give a nice drop too.
