The V8 SHO's are capable of higher numbers on the highway, but under mixed driving they will see lower numbers compared to the V6 SHO's. If your sure something is wrong, check the codes. You may not have a CE light but it may still throw a code.

I sold my '99 SHO a number of years ago. It was a great car. When I sold it it had around 66K miles. My mileage was in the 19's with mixed driving. No mods at all.

The best I ever got was 28 at constant highway speeds. Usually (when I was driving it for a dd) I got around 23 with my 97 SHO.
