Been reading about this all morning and still confused as to who APF is and where they came from. Cant find a link for this but heres whats going on:

Dear Intercessors, public address individuals and street corner/soap box speakers,

Things are moving so quickly and we are out of time! The spirit of Pharaoh has entered our land! We have found out that our little town of Hardin is the 'test town' for President Obama’s new law to privatize the police force of local communities. Last night, the city council voted to disband our sheriff’s department and to bring in a private security company to police the town.

Interestingly, earlier in the day, the mayor when asked in an interview about the privatization of our police department completely denied it and said that would not be done with out a council meeting. Then that evening, a council meeting was held in regards to that very thing. At the beginning of this month, our local prison signed an agreement with the American Police Force which is a subsidiary of a larger private security force that the U.S. used in the Iraq war and Hurricane Katrina.

Yesterday, a convoy of twelve 'blacked out' Mercedes Benz SUV’s were brought into town. They were already painted with Hardin’s colors and ‘Hardin Police Force’ was already painted on them! Hardin’s sheriff’s department will no longer be in operation after the month of October. During October, the Sheriff’s Department is to train this new security force in all the logistics of running the town of Hardin. If you go on the American Police Force site, you might notice that the logo they use is actually a Russian logo. I have been told that the man who came with this new security force as the captain, has a thick Russian accent.

Earlier this month, in an interview in regards to this Hardin prison and the training center that they are planning to build, we were told that seventy five percent of the security officers that were to be trained would be ‘international’.

This private security force is already patrolling the town. They had several people stopped yesterday. Also, it appears that they are building some type of heavy duty gate at the entrances of our town.

In an interview, the American Police Force security has stated that they will stay here one month to assess the population and then they will make their permanent base here. They said they are scouting out thirty towns in the U.S. but that Hardin is the first. Also, President Obama has authorized and signed a bill for full government funding of the privatization of the police departments throughout the U.S. By the end of October, it is their plan to have all major cities locked down!

In an interview with one of the city council members, he stated that this new H1N1 shot which has not been tested will be mandatory and if a resident of our town refuses, they will be taken to our prison where they will be quarantined. A federal law has been passed that makes it mandatory that all health care workers have to take this new shot. If they do not, they will automatically loose their jobs.

The new federal law that is in place makes gives you four choices in regards to this new shot. One, you can voluntarily take it or you can refuse and be taken to a place to be quarantined, or as an alternative; if you refuse, you can have a chip placed in you to track you or a tracking bracelet which cannot be taken off. The state borders will be manned and locked down in the near future in regards to this mandatory shot.

I am also told by a reliable source that today one of the managers at a local business in Hardin was visited by this new private security force which is now the new Hardin Police Department. He is an avid hunter and they came to inform him that they had a list of all fire arms that he owned; this includes all the residents of our town, and that he would need to take his guns down to have them put a marking device on them.

Also, today, one of the main streets in Hardin was completely blocked off and they have been setting up information booths where they are passing out pamphlets with information on this new H1N1 shot.

Intercessors, I am not making up any of this information! You can go on the internet and verify most of this information from KULR 8, MSNBC or Fox news. Things have changed so quickly in the last 24 hours! Things are not and will never be the same. We are indeed going into the prophesied 'four years of captivity for America'. I believe we are about to enter into a time of persecution that the Church in America has never known! We must prepare! The good news is that this is also the time when the Glory of God will manifest itself in a way we have never known!

CA co. preps to take over MT jail - San Jose Mercury News

HARDIN, Mont.—After arriving in this rural city with three Mercedes SUVs marked with the logo of a nonexistent police department, representatives of an obscure California security company said preparations were under way to take over Hardin's never-used, $27 million jail.

Significant obstacles remain—including a lack of any prisoner contracts on the part of the company that wants to run the jail, American Police Force.

And on Friday came the revelation the company's operating agreement for the facility has yet to be validated—two weeks after city leaders first unveiled what they said was a signed agreement.

Still, some Hardin leaders said the deal to turn over the 464-bed jail remained on track.

The agreement with American Police Force has been heavily promoted by members of the city's economic development branch, the Two Rivers Authority. Authority Vice President Albert Peterson on Friday repeated his claim to be "100 percent" confident in the company.

The lead public figure for American Police Force, Michael Hilton, said more than 200 employees would be sought for the jail and a proposed military and law enforcement training center.

That would be a significant boost to Hardin, a struggling town of 3,500 located about 45 miles east of Billings. An earlier announcement that a job fair would be held during the last week never came to fruition.

Hilton also said he planned a helicopter tour of the region in coming days to look at real estate for a planned tactical military training ground. He said 5,000 to 10,000 acres were needed to complement the training center, a $17 million project.

But the company's flashy arrival this week stirred new questions. The logo on the black Mercedes SUVs said "City of Hardin Police Department."

Yet the city has not had a police force of its own for 30 years.

"Pretty looking police car, ain't it?" Hardin resident Leroy Frickle, 67, said as he eyed one of the vehicles parked in front of a bed and breakfast where Hilton and other company representatives were staying. "The things you hear about this American Police, I don't know what to think."

Hilton said the vehicles would be handed over to the city if it forms a police force of its own. The city is now under the jurisdiction of the Big Horn County Sheriff's Office.

After meeting briefly with Hilton on Friday, Mayor Ron Adams said he wanted the police logos removed.

"This helps, but it doesn't answer everything until the contract is signed," Adams said. "Talk is cheap."

Hilton said the company's arrival in Hardin would help allay such concerns. And he promised that on Feb. 1, 2010, Hardin would receive its first check under a deal said to be worth more than $2.6 million annually.

Little has been revealed to date about American Police Force. The company was incorporated in California in March, soon after Hardin's empty jail gained notoriety after city leaders suggested it could be used for the Guantanamo Bay terrorism detainees.

Members of Montana's congressional delegation say they have been closely monitoring the events in Hardin, but the city has largely been going it alone.

In the two years since the jail was built, city leaders have clashed repeatedly with the administration of Gov. Brian Schweitzer, who opposed efforts to bring in out-of-state prisoners.

After then-Attorney General Mike McGrath issued a 2007 opinion saying prisoners from other states were prohibited, Hardin successfully sued the state.

Despite the city's contention that the state has continued to foil its efforts to find prisoners, Montana Department of Corrections spokesman Bob Anez said his agency is no longer involved. "That's water under the bridge," Anez said.

On Friday, American Police Force announced its first local hire: a reporter for the Billings Gazette, Becky Shay, who has covered events surrounding the jail since its construction. She will be the company's spokeswoman for $60,000 a year.

Shay said she intended to bring new transparency to the process, but declined to directly answer the first question posed to her: Where is American Police Force getting the money to operate the jail and build the training center?

"I know enough about where the money is coming from to be confident signing on with them," she said.

Gazette Editor Steve Prosinski said he was first informed about Shay's decision to leave the paper on Friday. "We weren't aware that she was talking with them about employment," he said.

Hilton said he also had a job discussion with Kerri Smith, wife of Two Rivers Authority Executive Director Greg Smith, who helped craft the deal to bring American Police Force to Hardin. Greg Smith was placed on unpaid leave two weeks ago for reasons that have not been explained.

Kerri Smith is one of two finalists in the city's mayoral race. Hilton said he asked her to call him about possible employment if she did not win the race.

Kerri Smith could not be reached immediately for comment. A message was left by The Associated Press at a theater owned by the Smith family. Her home number is unlisted.

Officials with the Two Rivers Authority in Hardin say that plans with the American Police Force to use the new Hardin Detention Facility are moving full speed ahead.

The keys to the facility could be turned over to the California company soon, and although the contract has not yet been finalized, Two Rivers officials say APF employees are in town this week.

Two Rivers Authority officials told Montana's News Station that a few APF staff members arrived in Hardin Wednesday night after driving from southern California. Officials say they began work on Thursday, but we didn't see or hear back from any employees of APF.

Two Rivers spokesman Al Peterson says contract negotiations are still being worked out since APF will have to repay bond holders and then the Two Rivers Authority. He says Two Rivers will be getting about $5 per day, per prisoner, and are still working out additional details.

Peterson says both groups are gearing up to get the Hardin facility ready. Thursday, technical crews installed additional security cameras around the building.APF and Two Rivers will check inventory and in the next two weeks plan to host a job fair.

They plan on hiring a couple hundred people to operate the facility. So far 900 people have applied on the APF Web site.

"I'm ecstatic it is going to happen. There's not a question in my mind and it's certainly a lot better than the alternative. The alternative would be that if the bondholders were to foreclose, TRA (Two Rivers Authority) would lose ownership of the facility and the city of Hardin and the TRA would have then absolutely no control over who bought the building, or what could come in," Al Peterson said.

He says time will tell how many prisoners will fill the facility. But he did hint that APF's major use will be the training facility, contracting with companies across the world and a small percentage of U.S. companies. Over the next couple of weeks, they will announce who will be running the facility and Peterson says people will be shocked.

The preliminary agreement means APF will take over the Two Rivers Detention Facility and will build a 104,000 square foot training center, complete with a state of the art $17 million forensics lab. APF's contract expires in September 2019, with a possible renewal.

The company's website states the U.S. government is their biggest client, but an Associated Press search of two comprehensive federal government contractor databases turned up no record of American Police Force.

Several media agencies have identified inconsistencies with the company. For instance their website states they have "years of experience," but a company spokesman said the corporation was formed this February. They also list an address to a building in Washington D.C., but no one at that address has ever heard of them.

The statement from the governor says they are road blocking the town to provide info on H1N1, mandatory shots and they are telling the citizens they know what guns they have. Im still thinking that's an exaggeration but there's 50+ articles on google talking about how APF is taking over their jail and basically tripling its size with government funding :fm:

Since when is privatization of prisons/jails a new thing? It's been happening for a long time. Hell, even some of the federal detention centers are run by private companies. It's big money.

Jail officials say they did the research prior to signing the agreement and the group is legitimate. The security firm plans to expand the 464-bed facility to 1,000 soon and fill the building by mid March and officials also plan on providing a homeless shelter, animal shelter, and state-of-the-art forensic lab in Hardin as well as a facility where they can train domestic and international police officers.

Smith says the facility will hold minimum and medium security federal prisoners and that the contract calls for 80% of the prison jobs to go to people living in and around the Hardin area.

Uh no.

Texas has 7 private prisons with a total of 4,000 beds. They also have 5 private state jails with over 7,000 beds. This is not new.

There are private prisons and jails all over the country. It many cases, it is not cost effective for a municipality, county, or state to operate and staff these facilities.

There's 12 private federal correctional institutions.

I could care less about the privatization of the jail. That's been going on for years.

What concerns me is the privatization of the police force. I'm curious to know how much of the policing aspect of this is factual.

Texas has 7 private prisons with a total of 4,000 beds. They also have 5 private state jails with over 7,000 beds. This is not new.

If he's doing this, there will be EO's published in the federal register or there will be some sort of appropriations bill that has been funneled through Congress. Where is this supposed money coming from?

On top of that, police officers and sheriffs are state constitutional positions. A private police force can be formed all day long, but at the end of the day, they have no powers of arrest unless authorized by the state in which they are operating. The citizens in that area also have no obligation to comply with their orders or demands.

No. You said this was about the privatization of jails and prisons which you said was a new thing. It absolutely is not a new thing. I don't care who runs them.

No didnt. I said theres 50+ articles about APF taking over the jail but I am clearly talking about who APF is and where they came from

Uh no. I said since when is privatization of jails/prisons a new thing, and you said "Since American Police Force was incorporated in March 2009."

You obviously didn't know there were private detention centers.

Also, again, where is your evidence that Obama is funding this?

I once watched a drunk native american in Hardin, Pick up a tricycle out of someones yard and walk down the street holding up 3 fingers, trying to sell it for 3 dollars he asked my buddy if he wanted to buy it he said no but ill give you 2 dollars for it, he said deal, gave him two bucks took the tricycle back to the yard we saw him take it out of and the little girl and her dad come out and took it back from us, and thanked us,

Yes, I live in Missoula and am somewhat familiar with the area. It is the a$$hole of Montana. It wouldn't bother me if they start doing above ground thermo-nuclear weapons testing there.
