There is actually another form of cooling that uses electricity. I forgot exactly how it works. But basically it draws heat from one side through electric current. Its mainly used in PC cooling.

Peltier, or phase change is the name of it.

They are terribly inefficient, and arent used in anything bigger than a PC application.
