Concerning sound

Around between 3600-4300RPMs i am hearing a sound almost like a plastic bag out the window getting whipped around by the wind... or maybe like a sprinkler kinda spittling sound. I can’t tell if its from the engine bay or underneath the vehicle. Really weird. Anyone else notice this before or have any ideas?

Have you looked around underneath to make sure you didn't pick up a plastic bag or some other debris on the undercarriage?

Haha i figured i would get that question. Yes i have. Its litterally only within that RPM band and sounds like a plastic bag but isn’t

Does it make the noise with the car standing still, or does vehicle have to be moving?

Stuff like this is most always a guessing game, so the more clues you give out, the better the answers will be!

I will double check today but i believe only while moving. The sound also stops when i push the clutch in
