Need help obd2 has power but doesn't work

please help guys first off when you turn key to on position prior to start my cel does not light up... second issue is plug my sct into obd2 and it powers up but says not connected to vehicle.... wtf?!?! The sct works fine I can use it on my '98 cobra no problem so it's not the tuner but it does power up so the port has power what the hell could be happening????

Need to mention truck runs fine but getting ready for a tune so the obd2 has to function.... please help lol

Check fuse 3. That's the obdii port and cigarette lighter
