Mustang wheel exchange....?

Hey guys, I have a quick question that someone may be able to answer. I seem to remember finding a website from a company that buys your new factory wheels and tires in exchange for a new set of wheels/tires of your choice. You simply pay the difference from the new set to the set your trading. Does anyone know the company I'm referring to? I have been looking online and can't seem to find it.

Only thing i see about any wheel exchange is send them your stock non-chrome wheels, and they'll send you the same wheels back in chrome or another O.E.M set of your choice.

Who the hell would pay $650 for a set of chrome stock 99-04 gt wheels, and thats after you send them your stock ones???
