Tire Mount/Balance Question - Yellow Spots/Brown Spots

Ok, so I just had my new Comp 2 BFG's mounted and I like the guy who mounted and balanced the tires. However, I did notice that he did not line up the yellow dots with the valve stem hole. Is that still required?

The wheels are 95 Cobra R's and they appear to have used about the same amount of weights as before (one had 2.25 and 1.75 stick on wts. on it). I know that is a lot of weight, but should I freak out or be worried about the balance job and will they effect the tires at all?

Its not a requirement but it can help reduce the amount of weight it takes to balance the wheel and tire assembly. If you had your tires installed at a Discount Tire or America's Tire location you can certainly bring it back in and ask for it to be redone.
