My understanding in GA is that it is considered theft until you have the vehicle off of the property. I could be wrong.
As for someone being on or in the vehicle; why would anyone want to be that dumb?

They don't own anything and are given everything so it doesn't surprise me they would jump all over it and not car about damage.
It looked like a lot of able bodied people who could be working and contributing to society rather than getting fat on government cheese. I've seen this so, so many times and it does nothing but anger me. There is no solution to the problem.
