Should I buy the new design roller followers for our 3V or stick with the original design. The newest version has a smaller hole for the lifters . Does anyone know why is that.

That's an interesting engineering question. I may have to look into the reason for the change.
The new version seems to direct the oil on the roller more than upward like the original version.
