Okay, so I got a project car from in Michigan, moved to AZ during Covid, couldn't title it in my name cause DMV was shut down.

Now I want to get it titled, so I can sell it, but I'm told it needs a level 1 inspection - but I can't get a level 1 inspection without it running...

WTF

I'm not in AZ but here in Utah all you need is a vin verification to get a new title in your name. Vin verification can be performed by a police officer which you can request a house call from the local department. That's what I had to do with a non driving car here before. What does level 1 inspection consist of?

Ask your dmv for a vin verification form that can be filled out and signed by law enforcement and call the local dispatch and let them know what you need. I imagine you aren't the first person to try and title a car that isn't running/driving. They probably do this all the time.

They have mobile inspectors here in Tucson. Call a 3rd party motor vehicle office(title service) and ask about a mobile inspection. My guy here might come to Phoenix if you can't find one

Also do title only not registration

Wait what do you have then? A notarized MI title from the seller from a year and a half ago? Sell it on a bill of sale and let them deal with it.

This. Immediately my go-to. I did that a while back. Sold a truck on bill of sale 3. I had paperwork from the junkyard to car lot, to me, and then bill to the guy who bought it from me.

Whoever ends up titling that thing is going to have fun.

And this is the reason I refuse to buy a car unless it has a title in the persons name that I’m buying it from.

Level 1 is simply a VIN verification check. Typically, an Arizona emissions test would satisfy this component as ADEQ are state agents.

The Level 1 is free at the MVD. Since its not running, just have to tow it there.

OR

As I found out, a Uhaul trailer is a few bucks cheaper than having a service like GG&D come out on a remote visit to perform as a 3rd party. I had to go to a GG&D location, prepay the at home service and schedule it. Took 5 mins from the time I opened the garage to the time the 3rd party agent drove off and the Level 1 on my totally-not-close-to-running Nova was done.

If you dont own your own trailer, at home inspection is worth not having to load up a project.

Depending on what side of the Valley you are on, many 3rd party MVD sites offer at home Level 1. GG&D has always treated me well.

Also wanted to add. I bought a 2003 F350 7.3 from Tenn. AZ MVD wouldnt process my registration when I took it after I got the title in the mail. It was a reassigned title from the original seller to the Broker I bought it from.

Long story short I was given the run around as to what AZ MVD needed on top of the signed ****ing title to register me. Turns out, because it was a Trust owned truck, they needed a Proof of trust from the seller. Who signed the damn title to begin with because it was his ****ing trust.

now i am thinking ...tow it to the closest MVD ...pass it ....and then have AAA tow it for free back home. 2nd option is mobile guy for vin check
