it is one of several special districts, as it stands it and any other special districts created before a certain date in the 60s will be dissolved in 2023. Which creates a whole myriad of issues with financing bonds currently in place etc...
It was created under a cloud of political horse shit and is being dissolved under another after Disney started popping off about the incorrectly dubbed "dont say gay" bill. Just another political pissing match that will cost tax payers in the end.
Yeah my parents' place is on a small lake down there and they get the occasional gator in there. Their former lake place in NY however....down here at least, it's a whole other set - gators, cotton mouths and brain eating amoebas

You are correct in them being able to set their own standards - I dont know how that's going to work IF they follow through with dissolving it - from some people I've spoken to Disney construction is usually to local building code at a minimum and usually beyond it because they don't want any liability issues.
it has been discussed that they will be able to keep their special districts but there would be some new laws/regulations in place regarding them
