I was just wanting something for my garage, just to cover the car from when people walk by it, are taking the garbage out.. etc..

That would work. You could also try AutoZone, they have lots of very cheap universal fit covers. Also check with CoverCraft.com A while back they had some extra material and made universal fit covers that they were selling for $20 shipped! I bought two just as dust covers in the garage.

Sellers do that to keep the sale price low. So instead of charging, say, $75. for an item and $10. for shipping, they instead sell it for $50. and charge $35. for shipping. Unwary buyers are often caught by surprise, thinking they've landed a sweet deal.

That's still a pretty good price for a low end cover. Just be sure there are any rough surfaces on the inside that can harm your paint.

Yeah, its pretty common to inflate shipping costs on eBay. eBay charges fees based on the selling price not including shipping so it helps avoid some eBay fees.

I charge a $3 handling fee on every auction I run myself.
