Is this the ONLY way they can tell the car is tuned? I have been reading up on this whole situation lately and finding out that a lot of car guys are having the same problems but the way commiefornia is finding out is different. From what I understand the state computer checks the CVN number. Do these cars transmit this number to the state computer or is that for 05 and up?

From what I know from my smog guy it has to do with the monitors. He does it a lot for imported cars here. There can be a CA legal version of your tune made but I doubt anyone goes to that trouble now.

Yes. The smog computer knows the ECU should have a certain number of monitors available. If they're not available it sets a flag. My car passed with a base SCT tune. So it's not looking for a VIN number. At least with our cars.

A local guy turned off all of his monitors and the smog guy let it pass. About 2 months later I get a text asking for stock parts as he got a notice to go to the referee station.

Sounds like it sets off red flags that get reviewed by the state

That's what I keep hearing but I am still wanting to make sure that there isn't something else that will send someone to the ref.

What about using tuning software to turn the monitors on and off when it's time for inspection? Or, would the tuner give you 2 programs, one of them with the monitors on so you can just swap it when needed?

Keep the monitors turned on and you'll be fine. Thats how I passed.

That's good to know that you passed. I am starting to wonder if our days of tuning and modifying are numbered out here, time will tell. I am hoping to get my car back on the road next year and am not looking forward to the smog portion of it all.

I think what's going to change is going to be the shortcuts. We're going to have to figure out how to tune with keeping emissions active. Not really a bad thing IMO.

Been reading about this same thing over on Lightningrodder, various Lightnings been getting sent to the referee for no apparent reason. They seem to think it has to do with being a targeted vehicle type or something like that since it has nothing to do with a failed test when they get sent.

The smog police have either finally figured out that Cobras and Lightnings (now pushing 20 years old) are typically pretty modded, or individual cars have passed through shops that have been busted.

Mine is due for a STAR smog again, but the CA BAR website search shows my complete smog test history back to 09, and indicates that I have to see the State Ref for this cycle. The registration itself only says Star, but I imagine similar to the OP going for a test they would refer me over there.

Fun stuff, I hate this state more and more on the daily. Time to start swapping some parts before I go visit. Good news is the car never gets driven lately, so no rush on my part.

What happens if you don’t have the original parts or if you can’t put them on? Does that make the car un-driveable in CA?

Damn, isn't there a waiver process? I hear that NYC is going to tighten up the process and I'm worried they might go the way of CA.

Magnaflow makes a CA legal X-pipe
JBA shorties are CA legal
K&N cold air is CA legal


My 2.3L Whipple is legal with the stock tune. Not worth much in that configuration imo.

NY usually follows suit to everything Ca does, I would bet something is going to happen eventually

stock tune as in from the factory? or does the blower come with a canned, legal tune?

Stock factory tune. Its somewhere in the instructions. I think they go off the factory tune being on the rich side. And I think the pulley that comes with the blower is for 13ish PSI.
