I think you misunderstood me everything on pin 24 of the CCRM checked out as you described. I am seeing / hearing the beeps clipped to pin 12 of the CCRM.

Hotcobra when C133 is disconnected the fuse still blows, and when C1045 is disconnected the fuse also still blows. Not sure what to look at there.

Hotcobra with fuse 2 and 8 out the fuse still blows and the circuit tester still shows “short to ground”. It does not matter if both are out or just one it still shows short to ground and blows the fuse.
With the CCRM out and a new fuse installed the fuse does not blow if the key is turned to run and the circuit tester shows that it is an open circuit at that point.
Jay took the CCRM out and 8/10 are shorted together out of the car and are open to pin 24 once 12v is applied to 13 and ground to 18 the relay clicks and 8/10 then show closed to 24.

They are radio interference suppressors . They have voltage running through them and cannot be grounded or they will blow a fuse. They can be purchased from ford or used the part number is f7lf-18801-ad. They prevent ignition noise from coming on the radio as an audible whine.
