You will need ID1000s or equivalent and a BAP for E85. If you have a built bottom end and want to pulley down, you will need a return style fuel system with E85. A 79mm pulley will net you around 625-650 on good quality 93. Another 30-40 with E85.

Just an FYI. Eric at HPTuners has mapped all of the ECUs from 1999-2004 with EEC-Vs. HPTuners will be releasing support for these cars in the future. I am not sure of the release date.
