03/04 Cobra with quad tips??

Just seen this pic on Instagram and I like how it looks sweet, the rear diffuser looks completely custom not like someone just to a saw or something janky to it.

Looked on google but couldn't find anything.

So does anyone know more about this quad tip set up on this cobra and who done it?
