10,500 is to cheap, should be 15,500-17,500 depending on condition

Sounds like he just wants it gone quickly, and/or doesnt think its worth more than most other Mustangs with equal conditions.

Thats about right in this neck of the woods for a 99/01 Cobra. Tack on a few grand if its a Mach1. 99-04 GT's with that sort of mileage are $7-9k range still.
