Cam install on coyote thats out of the car

i was quoted 17 hrs of labor for a cam install for a motor that is one an engine stand...needless to say this sounds ridiculous to me. anybody has a clue as to how long it should take?

What year is your car?? I looked up labor in Alldata here at work for a 2015. It was 11.0 hours with the engine in the car. If it was out of the car, maybe 8.0-9.0 . No warranty because we can't test fire it.....
