Dash lights for Brights wont turn off...

When I connect the battery the brights indicator on the dash comes on and stays on regardless if the car is running or not.

The brights do not come on either. I'm not sure why the dash indicator is always on as it has drained my battery. Any ideas of what would cause this to always stay on?

There is a bare wire shorting out somewhere, or the control board behind the gauge panel is shorting out or fried.

Has water made its way into the dash in some way?

no water in the dash. wire making contact makes sense. I had pulled on a wire under the dash and the needles on the gauges moved while the car was running.
