Felpro valve stem seals not seating?

I currently have the heads out and installing new seals and springs. For some reason the felpro valve stem seals do not seat all the way down to the head. Ive tried everything from lubing it to tapping it with a socket and still does not work, part is correct when i look in their site. Do 03-04 heads require different ones? Looks like the ID on the felpro one are smaller than the oem i took out.

Different guides installed in the head?

The felpros do fit tight but I had no problem installing them on my 04 head with OEM guides.
