So I hear my fans come on and run all the time but it doesnt look like my water is circulating when I remove the cap on the HE reservior. Is this normal?

You should see it circulating clearly. It sounds like you got an air pocket.

Just finished my VMP Stage 2 and I think I have the same problem, although I did use a vacuum filling device to fill both the radiator and the heat exchanger reservoirs. Anything I can try aside from just draining it completely and trying again?

I took compressed air gun and took a towel and wrapped it around the gun and shot compressed air into the resvior. Have the pump running and it should push it all out
