Good eyes and good info. I had never heard of chatter marks.
Am I correct in assuming that many/most low end/low cost wheels would likely not have the preferred/necessary smooth base for proper seating and torquing?

Cost, as far as my experience so far, has nothing to do with it.
If I had to guess, the chatter on the CCW wheel was caused by dull/worn tooling.
I had tires put on the CS-44's today, a $ 260.00 wheel I got for $ 89.00.
In the 1st pic, you can see all 6 bore holes, nice & smooth. 2nd pic shows a closer shot of 3 holes. The area where the lug nut seats on all the holes feels almost like a lapped finish, it's that smooth..
