Ignition Timing Concern

Hi there, I have a 1990 Mustang 5.0 with Vortech V1. I had a head gasket leak so I replaced the head gaskets with new intake gaskets and ARP head studs.
I torqued my rockers down to 25 ft lb.
I torqued my lower and upper intakes.
I pulled the #1 spark plug out, placed my finger over it. Right when I felt compression I turned the engine to 0 degrees at pointer. I dropped my distributor in and the rotor faces 12 oh clock towards #1 on the cap. I pulled the spout and the car will not fire. I did get the car running before by moving the distributor around but it ran like shit at idle. So I’m trying to follow the proper procedure and it’s not starting. Any help?

I always bring it to 10* BTDC , then drop the distributor , pointing at #1 , and make sure the vane is on the window on the pickup .
