Looking for a CARB Legal cold air for 2007 GT that is not FRPP

For whatever reason the Ford Racing Cold Air intake is not CARB legal for the 2007 Model year.

I know that the following are NOT carb legal for 2007:
Airaid
K&N
C&L
AEM
FRPP


Anyone have any ideas? I am trying to locate one for a customer of mine we had sold the Ford Racing one to and they won't let him through with.

The reason no one has a CARB legal intake for the 07-09 cars is due to the small carbon trap filter in the intake box from the factory. These were added after the 06 model year and cannot be removed.
