Summit has MT ET Street (bias plys) that run in 27x10.5x15...I know it's not a 28" tire but is very close. Probably as close as you're gonna get....Even Hoosier QTPs dont' come in a 28x10.5x10 but they do offer the 27x10.5x15 like MT.

Do u think it be a big difference between a 28x11.5x15 vs 27x10.5x15? Im kinda leanin towars the hoosier 28x11.5 but worry about how they fit if they will rub?

I though you were switching to the DOT legal tire in a 28x10.5x15 due to class restrictions. If the only reason you're changing is due to fitment I think you'd be surprised with the ET Street Drag Radial Pro. They out perform the regular drag radial and some people even claim that they out perform the ET Street 28x11.5x15. You can get that tire in your current size and have tons more grip. There isn't that much difference in a 28x11.5x15. I ran a 26x11.5x16 on my car no problems....so a 28x11.5x15 should also fit no problem.
