I too was from Indiana originally and you're right, no enforcement of hardly any law there unless you had blue and red flashing underbody lights or something ridiculously stupid like that.
I never had problems with 25% tint down here on my previous cars, but I have been verbally warned by an officer for the tint on my headlights and taillights before. Didn't pull me over, just mentioned that it was illegal while I was sitting next to him in traffic with the top down. In reality only the front lights are illegally tinted. The laws on the tail lights only state that they must illuminate red and that they must be visible from X amount of distance.
That being said I've only been pulled over once in the time that I've been here and the officer gave me a verbal warning for 60 in a 45 and told me to slow it down and be on my way as it was right near my house on a lunch break.
