Should this be handled by the police or...?

I don't know what happened but I came home from work last Thursday and noticed that two doors down from me there is now a car sitting at the curb with the engine bay and hood all burned out. The paint has been burned off and the front tires and bumper melted so it was obviously a fire of some sort. Is it in my rights to complain about this burnt out car just sitting there in my neighborhood? I live in a fairly quiet suburb, not down-town Baghdad. Is it something I should call the police about since it may be stolen or a victim of fraud or would it be something the borough itself would handle?

In most cities it is unlawful to leave a vehicle parked continuously on the side of the road for more than a certain amount of time, and to park an inoperable vehicle on a public street. Also, it may well be stolen, I've seen that too.
