I installed an RXT and adjusted the TOB to be what I thought was 1/8 on an inch off the PP fingers. However the TOB does spin when the car is running in neutral. Is it suppose to spin or should I adjust it out a little more?

Should be spinning. Just a light touch; not enough to depress the fingers at all.

^^^ This. A lot of people will say no, but I like mine to slightly touch. I feel it is less stressful on the bearing than going from a dead stop to 6,500 rpm instantly.
I've had my TOB touching on both Cobras for the last 10+ years. Never had one go out early because of it. I kept the TOB out of my 01 as a spare just in case. It's still quiet and spins smooth.
