Water Leak in left tail light

I've RTV'd the entire outside and did an underwater bucket test. I have to take the housing out bi-monthly it seems and dump out 1/4th cup of water from them. I've put di-electic grease on all the gasket surfaces for the bulbs and the vent hoses. The only possible and likely way at this point that water is entering the housing is from the bulb holes. What can I do short of RTV'ing the bulb's in there permanently? A google search doesn't come up with a kit that has new gaskets. It only really fills up with water too after I've washed the car, not so much when it rains.

I don't want to drill holes because it will fix the serious problem of the tail lights filling up with condensation, but it will cause another problem I believe where every morning I'll see some condensation. This is due to the temperatures falling and then rising and moist air being allowed to pass through the hole into the housing.
