I'm in IL and have passed emissions tests for almost 20 years with a catless x pipe. I run 02 sims, left my monitors on and it passes no problem. Smells like a lawnmower in the bay but they've never said a word.

Don't see much love for 01 Cobras. Bought mine new and still have it; has an Eaton on it now though. Was able to beat their 1/4 run here by a good amount stock back in July of 02. Went 13.3 @ 105.
Got some new speakers for by the fire pit. Temporarily hooked em up just to hear them and they sound great.

I used the Prothane throughout mine too. I also changed to Koni shocks at the time so hard to say what helped more but overall car feels much more planted.
I bought my car new and was my DD in Chicago for 5 years. So saw salt/snow. Cleaned up pretty nice though. I did all this by myself...
All in took about 4 hours. I cooked the beef until it hit 150 and then broke it up and put it in the chili. It was about 2 hours to hit 150 and I cooked for another 2 with it in. The last 2 was mainly because that's when we were ready to eat.
