I don't know if it matters but this is for NJ, if you have a suspended license I assume that is for anything on the road including motorcycle, moped, whatever right? but my question is, does this also apply towards boat or personal watercraft?

After a cursory review of NJ Statute, it appears that if you have a certificate to operate a PWC (as required by law) you dont need a driver's license.
Motorcycle is certainly not allowed, as it is a motor vehicle under NJ law. My recommendation is to call the NJDMV and ask them specifically what your suspended driver's license stops you from doing.
