VIN assignment question

I'm hoping someone can help me with the way VINs are assigned a car by Ford. I have created a database of 965 VINs for the 94 Cobra Pace car, and have about 160 assigned numbers. It is obvious the numbers were not assigned sequentially by VIN, but it appears they were assigned by build date. By sorting the database by date, the assigned car number on the dash plaque fits in an almost exact order. For instance, on March 7, 1994 Ford made 19 cars. The two number I have for the cars in that range are #8 and #22. For the sequence to work, it would mean 7 cars were made before March 7. I have one made March 5, but none earlier. The last six of the VIN made March 7 fall between 158053 to 158084.

There were 24 cars built on the next day, March 8. These should have assigned numbers between #27 -50. I have 5 numbers from cars and they fall in that sequence. VINs of that day were 158031, 158074-158102, 158133, and 161056. I understand how the VINs with 158xxx would overlap with scheduling, but how did a VIN 161056 fit in here?

Here is a production breakdown by date:
31-March 9
28-March 10
28-March 11
22-March 14
21-March 15
27-March 16
23-March 17
22-March 18
19-March 19
22-March 21
22-March 23
18-March 24
26-March 25
17-March 26
58-March 28
62-March 29
48-March 30
All of the above began and ended with VIN 158xxx
14-March 31-13 have VINs 158xxx, one was VIN 160495
25-April 5-all VINs 158xxx
23-April 6-these were VINs beginning in 158xxx, 161xxx, 166xxx. Why three different series?
58-April 7 -these were VINs beginning in 158xxx, 161xxx, 166xxx.

This brings me to line 684 on my database. Up to this point, every car # matched what the database called for based on production information. The highest number should be #684, but I have cars #691 and 694, so missing up to ten cars in this sequence. As I've already verified all the 158-162xxx VINs, I am assuming the missing cars probably had a VIN 166xxx.

62-April 8 -these were VINs beginning in 158xxx, 160xxx, 161xxx. Again, still 10 numbers off
48-April 10 -these were VINs beginning in 158xxx, 160xxx, 161xxx, 162xxx. Again, still 10 numbers off
35-April 11 -these were VINs beginning in 158xxx, 160xxx, 161xxx, 162xxx. Again, still 10 numbers off
56-April 12 -all VIN 158xxx plus five 161xxx
53-April 13 -all VINs 161xxx.
15-April 14 -161xxx plus one 160xxx. At this point it is line 953 of the database, and also at this point the car #s are off 15.
18-April 16 -the last 158xxx VIN, two 161xxx, three 162xxx, eight 188xxx, four 190xxx.
1-April 22.

I would assume the remaining 18 cars I am missing would be made on or after this date,
So my main question after all this, how did VIN sequence 158, 160, 161, and 162 get built at the same time. How are these assigned by Ford?
Still looking for info on the missing Pace Car VINs, and would also love to get additional car numbers with the last six of the VINs to add to the database. The info will be shared when complete, hopefully next week.
