Does Ford sale the Carbon Fiber dash panel separately for the Shelby cars that were not ordered with that option?

Me too, just waiting on these experts to chime in.
I'm sure it is a sourced part from the aftermarket, just like the carbon fiber wheels. Trufiber has had the dash kit since 2015, it also is the same price as the option on the gt500. It would not surprise me if they are fords supplier.
