Anyone care to comment on the galling seen on the rotors and case ?

Not 100 % certain on whether or not its a sealing surface.

Blower is a Posi ported m112, claimed to have 24 k on it.

Fortunately I have a spare set of rotors from a 14 k mile unit and the rotors haven't even started to flake yet.

24k miles sounds like bull Sh*t. The guy most likely had bearing play and didn't have the money to repair it so he sold it to you as "low miles". Sounds super scammy to me, I would look into getting a refund

I'm going to get it repaired, just trying to figure out who, when and how much !

The guy claimed it was good to go and has no spine on standing up and making it right.

Lesson learnt.

Perfect! I've gotten this pulled on me before and the seller refused to refund. I submitted a case through paypal for a partial refund and if you have all your info submitted for your paypal profile (ssn,drivers license photo etc) and you submit evidence that there was damage to your item, there is no way you lose the case and they are forced to give you a full or partial refund. He would have to submit evidence that shows that there was no damage to it (which he most likely cannot) in order for you to lose. There's really no downside to submitting to submit a case for a partial refund to pay for rebuild if it is savable.
