Yes, as long as the tuner has the HP Tuners software you can email files back and forth. The vehicle only needs to be licensed on the device that is used to write the file to the car. You will still need to be hooked up to the car with a laptop to write the file.

Wouldn't be able to say, that will really depend on the tuner, but if they have a good reputation I wouldn't be worried. I'm sure once it's tuned and ready to go you will be glad that you got it done.
