Each blank should have been checked to ensure it was a blank and then loaded into the magazine while at least one other person is witnessing the correct ammo is being loaded at all times. It's like they just threw the officer the blanks while he still had all his duty equipment on and told him to load up a magazine and then said to make sure he placed it in a pouch that wouldn't get mixed up with his live anmo mags.</p></blockquote><p></p>
