In general, most people can't see beyond their own myopic existence so it is not surprising that people don't care about the consequences of their actions. Much less on mitigating their risk. There is a pandemic going on and people think just because the country went through a partial lockdown, things can now go back to normal. A government can introduce policies that mitigate risk but eventually human behavior prevails. Here is a different perspective. I live in Ontario and I would say just about everyone is wearing masks and its mandatory if you go inside anywhere. We are seeing an uptick in cases from 60 cases a day(2 weeks ago; population 14m) to 200 cases a day(week ago) and now we are around 350+ cases a day. It is difficult to quantify how effective masks are but the government here has been using contact tracing to find out the root cause of these cases and most of it is tied to large gatherings(parties, strip clubs) yet restaurants have few cases(indoor dining is allowed). The virus will be going in waves and the type of wave depends on the duration and acceleration of the spread. And for the record, the only effective mask is a N95 medical grade mask that protects against moisture. All of these studies that are done with masks use that specific type as their basis. The shitty reusable masks you buy or surgical masks offer very little protection.
