Will adding cutouts to a 2002 GT help out sound and performance over 40 series 2 chamber Flowmasters? And if not what will be the best exhaust solution for my GT?

The best solution is to invest in a new cat-back exhaust system. You may want to also purchase a new h or x pipe as well.
There are many brands to choose from. Each has their own unique characteristics when it comes to sound, added power and price.

cut-outs sound like butt on mustangs. and it's a ghetto mod.
Just wait and save up some money and get the quality sound you want.
