I/M monitors and NJ emissions tests

I have a 2003 ZX3 Focus and it failed the emissions tests for I/M monitors not ready.
I have fixed the problem and only 1 monitor is not ready. It is the evap monitor.
I have driven many driving cycles and it won't set to Ready.
In NJ, do they allow any I/M monitors not ready to pass the emissions inspections?
Is it one or two or none? Please help

For a 2000+ car you are allowed to have 1 not ready. I know for a fact that the catalyst function has to be ready no matter what, you might be able to get by with the evap not being ready as long as its your only one.

The evap is the hardest one to set, the car has to have between 1/4 and 3/4 tank of gas, and I believe it matters what temperature it is outside to.

Thanks offroadkarter for your response. You are right on setting that evap monitor.
I am going to take a chance and go for the evap monitor not ready.
It is bad here in NJ today, very icy roads. So I will try on Tuesday. I will give it one more driving cycle then take it to the inspection station, ready or not ready.
