Phoenix 27x4.5x17 front runners/4.5"wheel?

I was ready to make the drop the hammer on the Phoenix front runners and a 17x4.5 wheel when I checked the specs on the Phoenix and they recommend a 5 inch wheel. Anyone running this front runner with a 4.5" wheel? Would it be safe? 2014 GT, VMP S/C, mid 10's. Thanks.
