You have to outline the body of the car. Once you have it outlined, you're gonna have to subtract the things that you don't want to be the same color, so you then hold down the ALT key and get a starting point on whatever it is you'll be subtracting then you can let go of the ALT key and continue to subtract the object.
To adjust the color, you would have to have the car outlined, then go up to "Image", "Adjustments", and then to "Hue/Saturation". That's where the color of whatever it is you're changing the color of, can be changed.
