I have been trying to figure out if 17x7 from a 13 will fit front of a 16 non PP Gt/CS

Yes they fit. You will need different lugs( you probably knew that) and you will have to get special washers. The washers that come with the new lugs won't fit in the 11-14 front runners. The special ones are trimmed to fit in the holes. Beefcake has them.
