I would think that the plate is more of a shield or deflector to keep the gear lube from getting to the vent hole directly. Think of the gear lube under hard acceleration, it is going to go to the rear of the cover, up the cover, and the ring gear is also going to assist in moving the lube upward inside the cover. If there were no shield or deflector under that vent hole, there is a good chance that gear lube would be pushed directly at the vent hole.
