Wearing Uniform to Political rallies/events

Not trying to tie this into a political discussion per se , but can anyone think of any reason that this individual who appears to be in a navy garrison cap and green flight jacket would be at a Clinton/Kaine rally in Exeter, NH in an official capacity? Perhaps I am looking at this wrong, but it seems to me that someone is violating DOD Directive 1344.10.

Any thoughts or clarifying information?

I care. Looks like a man wearing normal clothes to me, and perhaps a "veteran" style hat. Maybe even VFW.

At Republic events, a Citizen in uniform coming to be informed on the issues of the day is welcome. At dem-o-rat gethering, no one is safe from lies and bull crap. I add, no respect is given to the good men and women who serve in our Armed Forces and protect our Country.
