Go full range of motion, full and empty. It should work. Check the float arm is not bent. Some people rip them out if the tank still attached to the hat and bend them. I lift the hat just enough so so can pop the lever out and remove it, then pull the hat the rest of the way out. </p><p></p><p>When I install my hat, I do the same procedure. I lift the arm and make sure it is outside the tank baffle too before lowering the hat into place. The only other thing to check would be the height of the pumps.
